In November 2023, Council supported a Planning Proposal to rezone over 70 hectares of flood-free land in Goonellabah.

The site is currently zoned RU1 Primary Production and the proposal includes a mix of R1 General Residential, MU1 Mixed Use, E4 General Industrial and RE1 Public Recreation across the site.

The proposal represents a significant expansion of Lismore’s urban area to provide new residential and commercial opportunities for the long term.

Council has also prepared a site-specific Development Control Plan (DCP) that provides for more detailed precinct planning of the site including identifying preferred land uses, the location of parks and off-road trails and how buildings are to be designed to interface with the streets.

The landowners have also provided a Voluntary Planning Agreement (VPA) to provide around 6000 square metres of land for affordable housing, plus a path and vegetation along Tucki Tucki Creek that will ensure a green corridor provides an inviting space for both human and non-human residents and visitors.
