Councils serve to provide effective local and democratic government to the community.
Lismore City Council is composed of 11 elected Councillors, including a Mayor elected by the public, who will serve until September 2024.
Councils' powers are derived from the Local Government Act 1993 and other acts passed by the NSW parliament.
Councillors make decisions on policy, budget priorities, and services and works to be provided during the year, using the majority voting system, with the Mayor having a casting vote in case of a tie.
Councillors adopted the following Codes of Conduct in 2023.
There are four positions that make up the executive team of Council: the General Manager, the Chief Financial Officer, the Chief Operating Officer and the Chief Community Officer. Each executive oversees a team of managers who are responsible for the coordination of different functions within the organisation.

Councils' functions are outlined in the Local Government Act 1993 and include:
- providing adequate, equitable and appropriate services and facilities to the community,
- exercising community leadership, promoting cultural diversity and advocating for and planning for the needs of children,
- managing, developing, protecting, restoring, enhancing and conserving the environment of the area,
- considering the long-term and cumulative effects of its decisions, acting as custodian and trustee of public assets and facilitating the involvement of councillors, members of the public, facility and service users, and council staff in the development, improvement and coordination of local government,
- raising funds for local purposes, keeping the community and state government informed about its activities and acting consistently and without bias in the exercise of regulatory functions and being a responsible employer.
