All development and building based applications are to be lodged electronically.
The following applications can be lodged through Council’s Electronic Lodgement Portal (ELP):
- Section 68 Application
- Section 68 Install/Construct/Alter/Upgrade a Sewage Management Facility Application (Onsite)
- Section 138 Application
Electronic Lodgement Portal
The use of the portal is mandatory for the following applications and certificates:
- Development Applications
- Modification of Consent Applications
- Complying Development Certificates
- Construction Certificates
- Principal Certifier Agreement
- Occupation Certificates
- Subdivision Certificate Applications
- Subdivision Works Certificates
- Building Information Certificates

Documentation is to be provided in PDF format without any security applied.
Plans must be submitted to scale and rotated to landscape.
Council will review applications for completeness upon lodgement on the NSW Planning Portal and further information may be requested if required and/or Quote/Invoice will be uploaded for payment. The portal will provide a reference number. The application is not formally lodged for assessment until the payment has been processed.
